Does it look like a GI front sight? Try letting some Kroil or something like that soak into it. Have no idea of the condition so maybe if well used in the field, maybe some rust in the joint? That would also benefit from the Kroil soaking or any oil for penetration and loosening stuff, like maybe you could get from a auto parts place. Being that it is a commercial gun, I have no firm idea of how it is configured in the front sight but it ought to come off at some point if it is slid over barrel and retained with a crosspin that you remove, like GI. And if you put on a bayonet lug, it might become an instant assault weapon in some areas!
Since I doubt you are planning any drive-by bayonetings, I suppose the idea is to make that Universal look like a GI carbine. Alas, it will still be a Universal. I would not spend a lot of time or money trying to put a bayonet lug on a rifle that was not intended to have one.

Aw sketchy, Jim was just trying to give you good advise. The quality of the Universal Carbine was hit and miss, and quite frankly most of the ones I've seen were a miss. I guess there were some good ones made but not many. And yes I once owned one, I traded it for a flight Jacket and I figured I got the best of the deal. Vaya con Dios
Gunparts sells replacement front sights and pins so it has to come off. It's been a while since looking at one, but I think the Universal front sight is staked in place. Have a really close look for any staking/peening marks. It may just need a harder smack(left to right) with a brass punch and a plastic mallet. A padded vise with the barrel an inch or so out of it will give you back both hands.

I've got a Universal and the sight doesn't appear to be staked. Try T.O.'s advice just don't whack it too hard and bend the ears. I guess I got a good one. My dad bought it in 69 for 99.00 and it's had no telling how many thousands of rounds fired thru it. Did have to polish the feed ramp to get it to feed reliably tho.
