troubleshoot a mossberg 590?

While cycling the action open, the round in the tube will occasionally fail to eject into the action. It will eject out the bottom of the loading port when the action is being closed though.
Opening the action more forcefully doesn't make any difference, and a thorough cleaning hasn't helped either.
I will begin to close the action a couple of inches and smack it open again and the round usually pops into the action at that point.

There are two thin strips of steel in the sides of the receiver with the tips bent out to stop the shells from being ejected on the elevator until the correct time. They are called 'shell stops'. The first one stops the shell during firing, the second one stops the shell until the action is fully opened. For some reason one of these is hanging up, probably crud behind it. Take a can of brake cleaner/gunscrubber and blast out behind them. Put some dummy rounds or snap caps in and watch what happens when the action is cycled, you will be able to see which one is causing the problem.

I thought I cleaned out behind those, and it was a little better after doing it, but I'll try that again.
