This is my first post so i hope i am on topic

I have a remington 870 wingmaster with a folding stock that says law enforcement use only that i purchased several years ago and due to some extended use it is looking a bit worn.

So basically my question is does this gun have any value that would be lost if i refinished it?

my first question can i replace the barrel with one chambered for 3" shells, or do need an entirely different receiver?

secondly what sort of finish would be reasonably priced and long lasting?

You can use the 3" Barrel, but you won't be able to fire 3" shells. If I was doing it, I would have it Parked. Here is a picture of two I just did for my son.
