Federal Court Gets Involved with Snowmobile Emission Standards
"A federal appeals court threw a roadblock on Tuesday in front of the Bush administration's proposed emission standards for snowmobiles, saying the Environmental Protection Agency had not adequately explained its rationale for standards that are to go into effect two years from now," The New York Times reports. "Snowmobile emissions were unregulated until 2002, when rules were finalized under the Clean Air Act to reduce the emissions of carbon monoxide and hydrocarbons, a contributor to smog, by requiring that 70 percent of snowmobiles use cleaner-burning engines by 2012." Every year, Cato releases a study, "Ten Thousand Commandments: An Annual Snapshot of the Federal Regulatory State," which documents the countless pages of federal regulations. The 2004 edition is slated for release this month.

1. Do you know what they say, that is what is required?
2. Where would one go to read the damned things anyhow? Are they published, really published, not merely in the legal sense, where vague mention is made in some arcane, little read or noticed journal.
3. How many of them involve criminal penalties for violation, and remember that Ignorance of the law is no excuse, or words to that effect.
4. Can The Congress be made responsible for these regulations, after all, wasn't it The Congress that in legislation, authorized the "promulgation of regulations...". Also, isn't it The Congress that funds these agencies? Who then should be held responsible for such regulatory hijinks as these bureaucratic agencies indulge in?
