No, the first question asks whether there should be more laws. The correct answer pair is that Brady is not at all effective _and_ there should _not_ be stricter laws.

As we all know polls( or parts thereof) showing any positive aspects of guns are always published and quoted, huh?
The anti-gunners want folks to say Brady is ineffective, so Feinstein/Schumer can say we haven't gone far enough

Sure, they'll say 70% of Americans don't want more gun control laws...that will be conveniently left out, but they sure will jump on "Brady is ineffective, we need more...the American people said so"
