Basically:
If it is a handgun at all, or it has a detachable magazine (even your bolt action), it's gotta go through an FFL to be transferred even in secondhand transactions. Not only that, you have to have a goobermint permit to own it in the first place.

And to top it all off, it creates a registration database.
