THE STATE says what punishment the parent can administer.

1. The child shall be registered immediately after birth and shall have the right from birth to a name, the right to acquire a nationality and. as far as possible, the right to know and be cared for by his or her parents.
2. States Parties shall ensure the implementation of these rights in accordance with their national law and their obligations under the relevant international instruments in this field, in particular where the child would otherwise be stateless.

States Parties recognize the important function performed by the mass media and shall ensure that the child has access to information and material from a diversity of national and international sources, especially those aimed at the promotion of his or her social, spiritual and moral well-being and physical and mental health. (a) Encourage the mass media to disseminate information and material of social and cultural benefit to the child and in accordance with the spirit of article 29;

Its not like they are hiding their plan. They do plan to monitor and interact with the development of the child's personality. They do this so they can
(b) The development of respect for human rights and fundamental freedoms, and for the principles enshrined in the Charter of the United Nations
instil the belief in the Charter of the United Nations.
All 17years and 11month 29 day old persons might commit murder, rape, treason, torture, and not be held as accountable as a person 1 day older. We must let this person be free back into society, because, after all, they were only a child.
(a) No child shall be subjected to torture or other cruel, inhuman or degrading treatment or punishment. Neither capital punishment nor life imprisonment without possibility of release shall be imposed for offences committed by persons below eighteen years of age;
But, hey, lets not forget. This isn't just about the children.
8. The Committee shall establish its own rules of procedure.
9. The Committee shall elect its officers for a period of two years.
They want the ability to make up the rules as they go along. They want the ability to decide for themselves who is King.
The bottom line is that the UN wants complete and total control without giving the popluations a garuntee of fair representation.
That is a scary read. I guess I need to watch the UN a little more. This stuff is right out of Farenhiet 451 and 1984.
