I have seen the same thing here in OH.

In fact just last week they were striping the roads around here. A utility crew was working off the side of the road, but had their traffic cones out. Yes, you guessed it, the striping crew painted over the base of the traffic cones. What a hoot!

I have actually seen a metal utility line/telephone pole in the EXACT MIDDLE of a residential street over here.

Mind you, residential streets in Japanese neighborhoods are about as wide as a parking spot.

Here in my corner of Oregon, ODOT has a brilliant scheduling system. They put the striping crews out about mid-Spring to presumably get the roads ready for summer. Approx. 3-4 weeks later the patch-resurface crews come out and cover over all the nice pretty new line work. For ODOT, that picture would appear as a double yellow line interrupted by a short stretch of new paving with a lump in the middle of it. :)
