My project for 2001 is to build a target rifle. Bull barrel, bolt action, stainless...other than that, I'm wide open for suggestions. Oh, I'd like to keep it under a grand if at all possible. Any suggestions (caliber, make & model, etc)?

"Target" to me implies "Benchrest". I've not bookmarked the site, but there is at least one--maybe more--for the benchrest crowd. Whatever seems to be the hot tip, there, would be the cartridge choice.

The Remington 700 action seems to be the way to go for a slim pocketbook and a non-specialty action.

Given your budget, I'd say to get the basics right, and then "add on" as possible, as your billfold builds up...

They can be a bit biased towards the benchrest game, to the exclusion of things like High Power or tactical long-range shooting, but it's still a darned good place to absorb technology and techniques.

X-Man, can you try to defind "Target rifle" for us a little? In other words, do you mean Benchrest, NRA Highpower, DCM, smallbore, action (like 3 gun matches) or other? Thanks.
