FYI,

The fast busy signals, which are not unknown in normal times, are "busy trunk" signals, meaning that there is no connection available from your central office (the 555 in a number like 1-301-555-1234) to the central office or area code you are calling. Slow busy signals mean the subscriber phone is off hook or not responding.
