AFAIK, the "large capacity import loophole" is related to the ban on manufacture of magazines that hold over 10 rounds since 1994. That law does not prevent anyone from importing magazines from overseas which were mfg'd before 1994.
Much like there are many many pre-94 US surplus AR15/M16 magazines, there are many many pre-94 foreign-suplus FN-FAL and Glock magazines available (for example).
