I recently checked the ammo I bought for my SKS only to find a lovely little .22 shell-sized leaded steel core inside the steel jacket. It isn't pointed so I don't think it was desigened as AP, but what then? Any explanations would be helpful.
It is a cost savings thing steel is cheaper than lead. It also gives better penatration than lead core FMJ. Not AP penatration but better than lead core FMJ.
