States constitutional Compliance

It is my understanding that in order for a state to be part of the Union, it is required to recognize and enforce the provisions of the U.S. Constitution. Anything not enumerated in the USC then comes under the juristiction of the state within their own constitution that does not negate the USC.

Have I got this right or am I missing something?

The enumeration in the Constitution, of certain rights, shall not be construed to deny
or disparage others retained by the people.

Amendment X

The powers not delegated to the United States by the Constitution, nor prohibited by
it to the States, are reserved to the States respectively, or to the people.


The Founders intended the federal gov't to have authority over interstate commerce, to create and maintain a monetary system and postal system, to act as our unified voice when dealing with foreign powers, and to enforce adherence to the Constitution

I think I have mentioned this before, but here I go again. My driver's license is from CT, but I can drive in all 50 states (and even Canada) but since my pistol permit os for only CT, can't carry anywhere but in this tiny state.
Why? It's a federal mandate that I can bear arms, not a states. I have free speech throughout the Union, right? Why not the right to protect myself?
:( these things anger me.
