State to State Transfer

If I buy a rifle through an out of state private party through one of the online auctions, do we both need FFL for the transfer? From what little I understand, only the buyer or receiver needs an FFL or FFL transfer dealer and the seller just sends it to the FFL with that FFL's ink signed papers in hand. The reason I ask is because I saw one Calif FFL transfer dealer that requires the sender to include an FFL on their side as well.
Is this right?

I don't know what state you are in, but if in Calif. laws are probably much more restrictive. Under federal law the rifle may be shipped out of state to an FFL who will then transfer it to the buyer. The FFL will log in where and who the gun came from and complete the NICS and 4473 on the buyer. On the other hand the Calif. dealer could be stupid, thinking that it is required, or just trying to make it difficult for sales not made in his store.

I'm in So Cal.
I found another Calif FFL dealer that said that only one FFL is needed on the buyer or recievers side of the deal. And that dealer verified this through the local ATF office, so I will probaly go with him if he doesn't charge too much to process paperwork, and give the blessing for the union of shooter and gun. Then the only thing left is beloved Calif 10 waiting period because we have to keep the streets safe from that cannon of a 22LR bolt action rifle, I'm looking at.
More opinions supporting this will help give me that warm fuzzy feeling.

Federal law only requires a FFL holder on the buyers end of the transaction. This is so the form 4473 can be filled out and the NICS check can be performed.
