Starting to load for 7.62x25. Correct bullet diameter?

I picked up a Romanian TTC Tokarev at the gun show today. I want to start loading for it as I do with all calibers that I own, but there seems to be a lack of loading information (at least online) about 7.62x25. Plus, there are some things I am confused about.

First is bullet diameter. The PPU ammo I have for it has bullets that are 0.3065" in diameter. I took a caliper to the inside of my pistol's barrel. The grooves measured 0.312", and the lands measured 0.299". Maybe this is just because my barrel is extremely worn down? But then, Wikipedia lists the bullet diameter as 0.310" so maybe not. :confused: So which is the correct diameter to use for my handloads? I suppose I'll have to use the same diameter bullet that corresponds to the neck expander in whatever dies I purchase.

Also, If anyone has any powder types/charge weights I would be forever greatful. I just need something that will cycle the slide for plinking. I would be using 85-90 grain bullets.

Any help anyone could offer would be greatly appreciated.
