SSN use

I know I know, use the search. But I couldnt find everything I wanted with that...

what I want to know is this: is a state institution permitted to require your SSN? Example: the department of transportation would not issue a check to me to pay for a brokern windshield due to them without my SSN for tax purposes.

And what is the law that cites this sort of thing?

Being that your SSN is a govt issued item, they can require you to use it for any reason they want, just like any other form of govt issued ID. Civilian companys cant order you to surrender it (except for tax purpose). Its covered by privacy act, so using it wrongly is highly illegal, but......
 
Over a certain dollar amount, the payer must report the payment of taxable funds to the IRS using the recipient's SSN.
