SSA buying bullets?

Is the Social Security Administration really buying over 170,000 357 magnum hollow point bullets? If so, why?
 
Bullets or cartridges? Important difference. :)

Although I can't vouch for the veracity of the rumor, many federal building security guards still carry revolvers. If they're buying loaded ammo, it's most likely for their guards to use for practice. 170k rounds is less than what most big-city police departments use up in a year. :)
 
According to the Organizational Structure of the Social Security Administration they have an Office of Investigations (OI) which has a Criminal Investigations Division (CID).

For some reason, those who investigate criminal activity seem as if they want to be armed... how peculiar. My goodness they may even practice with their chosen duty round!

If we look at Solicitation Number: SSA-RFQ-12-1851 which is published at FedBizOpps.Gov we see that this is a purchase of 174,000 rounds of .357 Sig 125 grain bonded jacketed hollow point pistol ammunition (page 4 of 4) that covers all of the CIDs field offices.

Also, by looking at the breakdown of where the ammunition is being sent we see that the most any field office is getting is no more than 15,000 rounds (Boston Field Division). All other field offices are 10,000 rounds or fewer. The Boston Field Division Covers : Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont

In other words, the Social Security Administration has issued a public solicitation for duty rounds for their Criminal Investigations Division investigators.

practice with carry loads?

Do officers use carry ammo at the range. I use the fmj reloads. I read ehere sll the bullets were jacketed hollow points.
 
Why would DHS need over 1 billion various rounds? DHS does not wage war and border patrol isn't as much of a priority nowadays.

Do some work, find the solicitation(s) and read it(them). Post the results for us to see with links to your source material. The SSA solicitation looks pretty reasonable when read and understood.

For example Solicitation HSFLGL-12-B-00003 (Commerical Leaded Training Ammunition) sounds gigantic at 70 million rounds. Just freaking huge. But by reading the solicitation we see that the ammunition is for TRAINING at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia.

The FLETC serves as an interagency law enforcement training organization for 91 Federal agencies. The FLETC also provides services to state, local, tribal, and international law enforcement agencies.

FLETC is a gigantic training facility. So, with FLETC's mission of training 91 Federal Agencies (not counting state, local, tribal, and international) in mind, the 70 million rounds seems less gigantic.

To further explain the solicitation, the 70 million rounds is the maximum amount that may be purchased under this solicitation. Said another way, the solicitation is for up to 70 million rounds for one of the larger traning facilities for law enforcement in the United States.

Another factor, which I won't commit the time to, would be to look at the previous FLETC solicitations (keeping in mind their scope may have changed over the years) to see if this solicitation is run of the mill for them.
