South Carolina reciprocity

Anyone know the reason why South Carolina's CCW is recognized by 21 other states, but South Carolina only reciprocates to 9 of those states?

Come to think about it, South Carolina recognizes CCW permits from their northern neighbor, North Carolina, but not from their southern neighbor, Georgia.

What's up with that?

I've often wondered why SC doesn't honor GA carry permits. Just to set the record straight, GA is SC's western neighbor.
