Snap Caps? Am I missing something?

I stopped into a pawn shop advertising a huge sale on Christmas eve to see what their pistols were going for. To make a long story short, two of the semiautos I looked at had their magazines full of snap caps.:confused: No, not one or two, FULL. I can understand a revolver having a full cylinder, but an auto with a full mag? Please enlighten me as this has been bugging me more than it really should.
 
Sure would make it hard for someone to slip one or two rounds into the clip and then tell you about the robbery you are going to participate in.
 
Probably much easier and faster to just rack the slide and feed another snap cap in the mag than picking up and inserting into the chamber or reloading the mag with the same cap over and over again.

While practicing FTF drills that is.
