What is the benefit of cutting down 2 3/4" 12ga shells to 2 1/2"shells for
for reloading mild loads.

It would seem that merely reloading reduced loads in a standard 2 3/4" hull would accomplish the same thing.
 
Yes loading lighter loads in 2 3/4 will do the same thing.
But there are some SxS's that are chambered for 2 1/2 and 2 inch shells.
It is not wise to rechamber those older guns due to thin barrel walls.

I shoot a WAA12L Duster wad with 7/8 ounce's shot, I'm breaking clays just as
well as the guy's down the line shooting those 1 1/8 loadings.

And then there is the tackytail crowd that use's those 2 inch shells so they
can cram more shells into their magazine!
