Jeffer do you mean for you and your friends personal use or for the general public? If it is the latter I'd suggest you speak with someone about the cost of insurance before investing too much time in researching the other aspects. You may find that alone cost prohibitive.
Building a range for just yourself and a few trusted friends is actualy easy. If you know the only people that are going to be shooting on it are gun knowledgable and ,above all,
safe a simple berm, following the basic safety rules will surfice. I have a berm that has no houses behind it that faces into a valley with a hill for a back stop. (Yes I live in the "sticks".
)
If it is to be located on your own property you may wish to discuss it with your neighbors first as well. Even if your local laws allow for such neighbors can still cause a great deal of grief if they are opposed to it. (Possible opportunity here to invite them over and "convert" them.
)
Basicaly anything that is safe, level, with a good known back stop (even around and beyond the berm itself) and something that you would enjoy shooting on should do the trick. When considering the lay out just think of the ranges you have shot on and the aspects that you liked/disliked and go from there.
