Shooting in the dirt with my sw99!

I finally took my sw99 to the bench rest. It barely toches paper at 25 yards. Thats is with the LOWEST sight arrangement provided by s&w. I can get some fairly decent groups shooting off-hand with Kentucky Windage. The gun is sweet but what the hell is causing it to shoot so low. Is it the bore angle? Smith already paid for the return postage as I am sending it back to be fixed. Has anybody else experienced this?
 
I did see a Browning Hi-Power with an out-of-line barrel, once. Back around 1982, as I recall.

But if I wuz guessin', I'd say S&W installed a too-tall front sight. This is fixable with a file, if you know how to do such stuff...
