Shipping powder and primers

Hello; First time on this forum. My sons and I like to shoot a lot. All members of NRA. Evan the wife,
We were going to reload ,then we decided we like shooting ,reloading we did not care for. Which brings me to my posting
We ended up with 15 Lbs. of gunpowder and some 18,000 primers. I was told that even if i sold them on line ,I could not ship any powder or primers unless I obtained a shippers license.
I live in Illinois but not in Crook County or Chicago. Just outside Chicago. Is this a law or regulation nation wide? I have bought powder and had it shipped to me. I have seen gun powder for sale on auction sites. I would appreciate a knowledgeable reply.
If I cant ship does anyone know of a firearms shop,re loader or gun club ,that would buy ,or trade something of close value? Say a rifle, pistol, ammo,. I,m southwest of Chicago.

Gun shops will NOT buy primers or powder from individuals. Even sealed cans or bottles or unopened bricks of primers. Do you have a gun club or range close by? Put what you have on their bulletin board , with you phone # then arrange to meet them to sell your stuff.

Better yet just get real because once you make the jump to loading your own your accuracy will make a dramatic leap better once you quit using factory crap ammunition.

The questions are,

1. How old is the power/primers?

2. How were they stored?

3.What powder do you have?

4. What primers do you have?

If you have a LIST of the stuff, and some idea of age and storage conditions,
Some of the guys MIGHT drive up to see you.

If it's old military ball powder surplus,
It's garden fertilizer.

If the primers are 'Surplus' knock outs from where military rounds were disassembled and rendered safe,
They are haz-mat that will be hard to dispose of.

The reason is, this stuff could be from 30 years ago,
when military take aparts didn't sort different powders,
It all got dumped into one jug and someone decided it is 'ABOUT LIKE' this or that commercial powder.

Military primers are CRIMPED into the cases.
This UNDERSIZES them as they are punched out past the crimp, and makes them vary in size.
A pain in the butt for hand loaders since you don't know if your primer is going to fall out of the case or not.

If it's CIVILIAN powder/primers in the factory boxes,
And it's reasonably new/current production,
And if it's been stored correctly (Dry!),
Then it might be valuable with current shortages in some places...

*IF* it's newer civilian production, still in factory containers,
I'd be interested in driving up,
But it's 5 hours one way for me, and I certainly don't want to make a 10 hour trip for old military surplus...

I have a BUNCH of reloading friends, and it's not unusual for use to put 'Want Lists' with each other, so when something we want is found, the other guy can get it when he sees it.

With a list, maybe lot codes or manufacture dates off the boxes, I could circulate it and get this stuff sold for you.

Put an ad in a local classifieds paper, of if you use facebook, search for a local classifieds/sale/trade page. Reloading may seem like an uncommon hobby, but lots of reloaders come out of the woodwork for powder and primers. My dad recently traded for a bunch of reloading supplies thanks to a local paper. I wish i were closer, i could use a few thousand primers.
