The ruger mini-30 always came with 5 rd mags. They never were shipped from the factory with a higher capacity mag that had to be cut back to the legal 10 rd limit after 9-13-94. ruger never made a 10, 20, or 30 rd mag for it.
The 5 rd. mag is the standard capacity.
30rd expandable to 45 rd IS A HI-CAP.
The Glock 17, now is a different story.
First, on 9-12-94, the G17 came from the factory with two 17 rd magazines. As of 9-13-94, the G17 came with two 10 rd mags. So, by my way of thinking, the 17 rd mags are the standard capacity. They are NOT hi-caps.
bill ruger, by the way, also asked congress to impose a 15 rd limit on handgun mags. The G17 and it's 17 rd mags took a big bite out of his growing P series pistols with it's 15 rd mags. Congress wasn't satisfied with 15 and instead opted for 10. ruger cut off his nose to spite his face.
Now, back to the original reason I posted: Can I legally ship Thermold 30-45 mags out of the country? I will not buy a ruger firearm in this lifetime and have no use for them. I need to know if I can ship them to a foriegn country, i.e.; Germany?
