Shipping an Arisaka with no bolt.

I inherited an Arisaka Type 38 rifle from my father that he brought back from WWII. The rifle is complete (even have the Type 30 bayonet) with the exception of the bolt.

The rifle is at my mother's in North Carolina, I'm in Arizona. Would it be possible to ship it to myself or does it have to go through an FFL or someone with a C&R?

FTR: I don't have a C&R.
 
Lack of a bolt does not signify, the receiver is the legal firearm.

As I undererstand it, if you were in SC, you could ship it to yourself in AZ.
Nobody else can, it has to go to a FFL, even if it is coming from Mom.
