Shipping ammo to states like California?

I have some 5.45 x 39 ammo but no gun for it.

I'm going to list it on Gunbroker but don't know which states allow ammo to be delivered to the buyer's home, and which states require it to be delivered to an FFL.

Anybody else have that dilemma? How do you handle it?
 
I thought it was against the law for the common man/women to ship ammo.
We are lacking the permits to ship hazardous material. Maybe I should Google this?

Private citizens can ship loaded ammo as long as it's legal to do so in the receiving state.

Private citizens cannot ship gunpowder or primers without a hazmat license/certificate.
 
The private sale of ammo to anyone in CA has to go through an FFL (so, not really a private sale). A year ago I was selling 5.45x39 also and the 1st buyer was in CA. He had an FFL that would accept, then the FFL changed his mind and we eventually had to cancel that sale. I hate to exclude a state, but after that hassle, if I were to sell ammo online nationally again, I would exclude CA. I still have 150 rounds of Hornady V-Max buried somewhere that I'll sell some day...
