Setting up practice CAS targets

I'm planning to set up 5 CAS targets on my property so I ordered 5 pieces 16x16 inches of 1/4" AR plate from a local supplier. Plan to weld a 4' piece of 1.5 x 1/5 angle iron or a metal fence post to the back of each one so I can drive them in the ground at a slight angle (top toward shooter).

any flaw in my plan? Other advice? Will be shooting low energy .38 soft lead bullets.

Not quite sure of your plan. You want them to hang at a slight angle, but you want them free to move. Most targets are hung from stands, not driven into the ground, most have some sort of tripod. That way you can vary the distance easily. And hang the targets from the stand so they are free to swing, but still have a slight angle down to them.
 
How do you hang something so it has a slight angle? Seems it would hang vertically unless it was weighted somehow to hang off vertical.

I could make tripods from rebar I suppose.

Is it important that the targets move easily when hit? To dissipate energy?
