Winchester made a LOT of commemoratives, special fancy limited production versions of their standard 94s. In UNFIRED condition with box and all papers they are worth a fair bit of money, to commemorative collectors.
USED, even once, or with incomplete accessories, they're only worth a little more than a standard plain gun, if that. Sometimes they are worth even less, used, than a rare "plain" variant.
people who want a "working gun" won't want to pay any premium for a fancy commemorative model, and the people who collect them want them complete and pristine, as close as possible to the way they left the factory floor.
Anything less than that, any wear, handling or use, missing papers, damaged box, etc., anything like that drops their value by a huge percentage, to a collector.
