I don't pretend to know all the gun laws, but in my state of Wyoming it is absolutely illegal for a private party to sell a handgun to another person from a different state. To be legal, you would have to contact a FFL holder in your state, who would have to contact a FFL holder in his state, who would do the background call, receive the handgun, transfer the $$, etc.
