Second Chance Ultima for Civilians?

By "civilians", do you mean citizens who are not members of the armed forces, or those civilians whom the state has not given a badge, gun, and the title "LEO"? If you mean the latter, I think it's around $2k.
 
When I say civilian I mean someone who's not a law enforment officer, part of a security detail, or military officer.

What is the shelf life of a vest? How much do LEO pay?

Contrary to popular belief, individual LEOs do not get special prices on body armor as a general rule. The only good prices for LEOs on body armor are when DEPARTMENT asks for bids on a specific quantity of vests and the department is doing the purchasing. In the Galls Public Safety Equipment catalog the price of a level II Second Chance Ultima is $969.99. That is the price I would pay if I purchased it myself as a individual LEO and that would be your price. I looked in the catalog and it does not show body armor as being a restricted item. I found the catalog a little confusing with their Ultima, Monarch, +P+, etc. products and then vest styles. They kept talking about 8th generation improvements, but I don't think I saw anything described as 8th generation. Anyway, prices vary between styles and level of protection. Spending $1000 could be very easy.
 
Does 2nd chance sell to non LEO?

Many companies do sell to active LEO, security, & fire fighters at a lower price than the rest of us taxpayers.

I believe Streichers might for LEO. And so does Sure Fire IIRC.
