Biggest news for most will not be South Dakota and Oklahoma passed Permitless Carry but the date they take effect. Numerous reasons I haven’t posted this earlier but the dates the state changes below take effect are in the future.

South Dakota’s Governor signed Senate Bill 47 and on July 1, 2019 South Dakota will be the 11th state (Along with AK, AZ, AR, KS, ME, MS, MO, NH, VT and WV) to allow Permitless Carry for anyone who can legally possess a firearm. Oklahoma’s Governor signed HB2597 and effective November 1, 2019 Oklahoma will be a permitless carry state. Oklahoma will be the 12th State to allow anyone who can legally possess a firearm to carry it concealed in Oklahoma. http://webserver1.lsb.state.ok.us/cf_pdf/2019-20 ENR/hB/HB2597 ENR.PDF

Arkansas Governor has signed SB17 which cut Permit costs in Arkansas in half. $100 to $50 for initial and $50 to $25 to Renew. It becomes effect 90 days after the Arkansas Legislature adjourns which would make the effective date about Aug. 2, 2019 if they adjourn when scheduled. You can read the bill here:

Corps of Engineers - Got a letter back from my Senator concerning the Corps of Engineers and their policy on carrying concealed firearms. You can read the letter at the link below. They have not changed a thing. You have to ask the district commander for the right to carry your firearm. This was their policy before the lawsuits and remains their policy after the lawsuits. USACE needs to worry less about lawful concealed carry, and more on fixing their aging, crappy levees, where the real danger to the public lies...

Guess I don't understand..Corps of Engineers are members of the US Army, correct? My only experience is with USN SeaBees(CB-Construction Battalion) but when in the USN, nobody in uniform and on duty could carry a gun unless their rating/job said they could(Like some ShorePatrol or us Aviators going into a war zone)...The military has never been a democracy.

USACE has districts in Europe and the far east. Many foreign construction projects are overseen by USACE.

Barring an order from DOD or the CIC USACE will never change their policy concerning firearms.

Ok...but I guess I'm still missing the point here. There are many governmental agencies, that 'employ' military and civilian workers who won't allow their their members CCW on their property. Is the ACE somehow different? Not looking to argue, just asking..
 
The Corps builds most of the flood control dams in the USA. They buy up all the land the backed up water will cover and more around the shore. They can do this as they are a part of the Government and have imminent domain. Many times they lease the property around the lake back to State Governments to build state parks. Even if they don't there is usually camping and fishing areas on these Corps built lakes. Even though Carry is legal in WV state parks on lands that the state has leased from the Corps are still under the Rules/Regs of the Corps and carrying any loaded firearm is illegal except in hunting season with a firearm for hunting. The property is not posted saying this is Corps property except at their buildings near the dams they built and the dams they have erected.

Ok, but surely, these members of the COE can CCW as a 'civilian', not on duty..if it's legal to do so in the park or whatever, right? Or is the COE saying if you are a member of the COE, and are in a park that was created by the COE, you cannot carry ever in any capacity?

Or is it that any property created by the COE, in spite of local laws, nobody can CCW?
 
Police could carry while on duty. Carrying under LEOSA would be banned also. The LEOSA does not allow those officers carrying under LEOSA to carry on federal property where firearms are banned. You can get a permission slip from the District Commander but it is only good for the Corps property in their district and not all Corps property. You have to ask the District Commander for a piece of paper saying you can carry on that Corps property.

Again the Corps usually owns all the property around a lake. They will lease it back to states to build parks etc but those areas are still off limits to firearms outside hunting if it is allowed and in season. If the State Property is leased from Corps it is off limits per Corps rules/regs but the state might allow carry in state parks. The corps doesn't post the property. No one with just a CCW would be allowed to legally carry unless they ask the District Commander and had a permission slip.
