SD bullets

My wife is disabled and limited to a wheelchair. We are in our 70's. However i am still working. There has been some home invasions recently in the area which, has me concerned. My wife has a G26 that she can and has shot very well. I made a hidden compartment on her wheelchair so that she would have easy access if needed. My problem is that the state of New Jersey has banned the use of hollow point ammo. You can own it, but you better not shoot at someone (SD) with it. (Try to make sense out of that) My question is, does anyone manufacture a jacketed bullet with an exposed lead nose that is not a hollow point? I would prefer not to load an all lead bullet. This would also apply to my 357 sig and 40 sw calipers. I would not want her to be shooting FMJ for fear of over penetration and the close proximity of our houses. Thank you kindly for any help you can offer.
 
I had to go do the research to verify that NJ didn't allow hollow point ammo. And I found it appears to be true as written in their statutes. I don't think the Pow'RBall would be legal because right at top banner of webpage link above, it is described as "Enhanced Feeding Jacketed Hollow Point".

The Federal EFMJ seems to be the compromise. Here is a discussion somewhere else regarding NJ and there is pretty strong evidence that Federal EFMJ is good to go:

Another solution might be another gun. The Taurus 44-Ten revolver shoots .410 shotgun as well as .45LC. You could load the first three with .410 in something like #4 shot and then followed by 2 .45LCs which are plentiful to find in soft point bullets. We have the 3" barrel and it is not much more recoil than .45ACP even with .410 slugs. There is a video on Taurus USA's website.

I prefer to have #000 buck in that, myself. Three big lead balls means especially at close range, shooting the BG means shooting them three times with each shot.

(Oh, and if you're in CA, can't have it. They consider it a shortbarrel shotgun.)

I wouldn't buy anything from them just based on their ridiculous ads, obviously aimed at mall ninjas.
