The answer to your question is "yes"----a leupold or burris "scout scope" is designed & mounted so that both eyes should be open at all times, if possible. Just be sure the scope is mounted as low as practical and does not interfere with any of the rifle's operational controls.

The low power, forward mounted scope and Scout rifle concept was designed for both eyes opened shooting.
That's what the folks promoting the idea had in mind, from the beginning.
It keeps more of the world in view, and for faster target acquisition, while sighting through the scope.
 
I'd rather have a scope that has a lit reticule (battery powered or fiber optic ala' Trijicon Accupoint). A lit reticule makes it easier for your eye to pick it up and shift your focus to the magnified view. This is what Trijicon's Bindon Aiming Concept is all about.
