Tikkas are long action rifles and as much as I'd like to recommend a Nikon Monarch 2-8x32 I'm pretty sure the tube isn't long enough to mount on a Tikka.
First choice Bushnell Elite 4200 in 3-9x40 for $259. These are outstanding scopes that were made to give Bushnell's largest dealers a bargain priced version of their pricey premium 4200 scopes.
Second choice Nikon's Team Primos 3-9x40 for $200. This is essentially an older Monarch UCC rebadged as a Team Primos. Note these have a BDC reticle.
Both of the above are big steps up from Burris' Fullfield II, Nikon's Buckmaster, Bushnells 3200, or Leupold's VX-I, and perhaps a small step up from a VX-II.

That's a good point, did the Tikka come with rings? If so, can you measure ring spacing (outside-to-outside)? Most of the scope manufacturer give the max ring spacing in the specs.
