I have a $400 budget. It is going on 30-06. I would guess longest shot is 300 yards.

There are some great values with Bushnell at that price in the 5-10x range, and have a no questions warranty.

Yes to Bushnell ... Vortex has a great warranty as well and makes a decent scope.

Is a leupold VX-3i 3.5-10x40mm CDS-ZL worth about a $100. They are under $500 on Amazon.

Yes to Leupold. And I think your choice of the VX3i and 3.5-10x40 are just right. But, I don't think you will find a need for the CDS-ZL feature for your stated range. And it appears to be available for at or below your $400 budget.
