Scope Question

Ok, so there I was...

Took my SPR clone AR15 to the range Sunday to get it zeroed. I was shooting at the 25 yard line, the plan being go for 1.5 inches high at 25 then fine-tune it at the 100 yard line. While adjusting, I ran out of elevation. I went as far down as I could but point of impact was still about a foot or so above point of aim. I'm sure I'm not the first person this has happened to. The scope is a Leupold Mk IV and the mount is a Burris PEPR mount. I think the answer is mount-related but I'm not an expert in these things, so I figured I'd ask around. Any help would be greatly appreciated. Thanks.
 
It's a problem with the mount and/or rings. Their elevation plane is angled too much below the bore axis; the rifle shoots too high. Make sure they're the correct ones for your rifle.
 
That should have said 1.5 inches LOW at 25, not high. Good eye, sorry about that.

Also, I meant that the rifle was zeroed before taking the scope and mount off to be painted.
