Geez, that question has been hashed, rehashed, discussed, and argued about many many times on this forum. I hate to answer your question because that brings out the guys that live for the opportunity to trash the first guy that responds. But hey...I'll go for it. So the top tab is $1k. You said hunting AND target shooting, so that changes the equation a bit because the scopes folks would use for long range shooting aren't really what you need for the up close and personal hunting shots. If you are mostly a hunter, I'd go for a Zeiss Conquest or Leupold 4.5x14 with BDC lines for out to 600 yards. If you go with the Leupold, consider getting the 30mm tube. A lot of the guys here are Vortex fans, and though I don't have one, that might be a good option. What I suggested doesn't come with mildots (I don't think), so if you just absolutely have to have mildots, I'll leave that suggestion to others.
You were probably wondering why nobody had responded so far. Now that I have responded, the naysayers will step in. Personally, I'd go for the Leupold VX3 4.5-14x40 with the 30mm tube and with the Boone & Crockett BDC lines tailored for your rifle and chosen load. That'll get you pretty close to the $1K mark.
