OK, First I do know that any shotgun with a barrel under 18" or 26" overall has to be registered.

My question is there a LEGAL process to cut down a shotgun yourself OR do you have buy one already made?

I'm totally new to this.

Essentially, you'll be manufacturing a short-barrel shotgun. Before doing so, you'll need to file a Form 1 [pdf] and pay a $200 tax.

I thought that was the step, I wanted to be sure before I made up my mind to proceed in pursuing this.

I am doing the same thing. I submitted my Form 1 in July (I think) but did not e-file so I still got a long wait ahead.

If I am not mechanically inclined I can hire some one else to chop the barrels for me right? I just have to be present when the barrels are cut.
