SBR rules and regs?

Visited a gun store this weekend in Front Royal, VA.

There were 4 AK47s for sale. Around $596 - they all had folding stocks, 2 round magazines, BUT I could have sworn all of them should be classified as SBRs (Short Barreled Rifles) because all of them were probably 10-11 inch barrels. Very nice weapons.

Now when I asked around - there was no need to register for the Federal SBR forms to buy the weapon.

QUESTION - if a licensed gun dealer sells me a rifle under 16 inches barrel length - is it his obligation to let me know that this weapon is an SBR and I should register with Feds or is it my obligation to know?

It's your responsibility to know the law. I don't think that "not knowing" is a defense.

As for the AK's, they may have looked to have short barrels but I would think that a dealer would know of it and told you about the Form 4 (and the wait) and that they did have the 16" barrels.

Other than that, unless a law was passed that I don't know of making SBR's legal without paperwork, I don't know what to tell you.

Both. The gun must be registered with the NFA Branch witin 24hours of being made (if made by a licensed manufacturer) or prior to manufacture (if made by an unlicensed individual). There may be criminal liability for both the possession and transfer of an unregistered NFA weapon.
