SBR or pistol?

I've been looking at EBR parts over at AR15.com for a possible build project. I've seen several rifles or uppers with barrels 10.5" and 14.5" I understand that if you put a short barrel on a lower that was registered as a pistol, you're OK but you can't put a shoulder stock on it. If you did, it would become a SBR, right? The way I understand it, if you put a short barreled upper on a regular lower, you'd also have a SBR.

The seller says nothing about NFA rules or transferring only to a department. What's up with that?
 
Yep. Both cases it becomes a SBR. The short barrels can also be used on registered machineguns and AOWs.

It is not the seller's responsibility to ensure you obey the NFA. It's yours. He is just selling legal gun parts.
