My 1956 Savage 99 chambered in .308 has a “0” mark on the left side of the action right below where it is marked Savage Model 99. Always wondered what this mark signifies and haven’t ever found any info on the web. Experts?

Probably some sort of proof mark. You can head over to Savageforum and ask there... I'll bet they know.

My 99F in .308 has an 'F' stamp where your's is... all else being equal.

My '57 F model in 243 has a small squibbly line right there. It is an incomplete stamp that I've never been able to make any sense of.

From what I gather from another site is that this was the normal spot for an assembly mark. Some rifles have a "x" in that spot.
