Its the first 1/4 inch of the barrel close to the cylinder
And it does just what it sounds like.
Its diamater decreases as it gets farther from the cylinder just like a cone.
This allows the bullet to enter the barrel with out hitting the end and starts it on its way to the lands of the barrel.
Or forces the bullet into groves of the barrel.
