RUHR headstamp 5.56x45

A friend who does not reload gave me 75 rounds of a brass I do not recognize. The head stamp is RUHR, I didn't recognize it and can't find any info on it. The only mention of that word is a region in Germany.

It was 5.56x45 and has crimped primers, boxer. Here's the thing, I can believe it is German as the weight variation is .3 grains in the extreme and less than .2 as standard. Average was 96.1 grains with only 1 of the twenty going .3 grains light of that.

Weight wise that is like match brass.

I have no clue but if the head stamp can not be found all the usual places check for the unusual places.
