With some additional expermenting I found that a 1 1/2 inch group may not be too bad after all.
When firing a FOUR SHOT GROUP I noticed the first shot was a good 3/4 of an inch lower than the other three. A HEATING UP SHOT, if you will. Once the barrel is hot the other three shots are between 1/2 and 5/8 inch with a loading of 21.5 grains of Winchester 748 [Estimated velosity is 2620].
To make this rifle usable it should be sighted in so that the point of impact of the 3/4 inch group is 3/4 inch low [Center the four shot group on the bulls eye. That will place the first and last shot within a "killing range" at 100 yards. Who knows what the multiplication factor would be at 250 yards?
I am still experimenting and expect to have another follow up
