Rugers as a rule have little if any collector interest so I wouldn't hold onto it thinking it will be worth a fortune in the future. All guns tend to go up slightly over time, but on most, not enough to think of it as an investment.
Those rifles have a small niche group of folks who will pay a small premium, but they are harder to sell in general. Find the right person and it will bring a little more than a standard rifle. Most people will look at and pass.
If you're not using something, even if it was a gift, sell it and buy something you will use. I wouldn't expect any of my kids to keep a gun I gave them if they are going to let it sit in the safe unused. I'd tell them to sell it in a heartbeat and buy something they will actually use. Stuff that has been in the family for generations are an obvious exception.
