Rough 11-87 Bore - Will it smooth out?

My new 11-87 (less than 300 rounds shot) has the roughest bore (toolmarks) I've ever seen on a shotgun and is impossible to get clean after shooting. My Beretta 1200, with its chrome lined bore, is the smoothest and cleans up in minutes. My 870 is a distant second but cleans up after an acceptable amount of cleaning. With the 11-87 barrel, I'm bringing dark gray patches out weeks after Hoppes Benchrest soak overnight, followed by many cycles with the bronze bore brush and patches. It's incredible that the bore seems to ooze gunpowder.

Is this another indication of declining Remington quality? Will the 11-87 bore smooth out after more rounds, thereby not trapping powder?
 
If the tool marks are that bad.....no, it won't smooth out.
Contact Remington, and send the barrel back for a replacement.
A Remington shouldn't be rough.
 
Get hold of Remington and send that thing back. No amount of work polishing will fix, and the longer you try, the harder it will get to get clean.
 
It's unanimous - I'm sending that sucker back! Thanks guys for the guidance.

Luckily, a Remington Warranty Repair Center is about 40 minutes drive from my home, so the return will be relatively easy. I used this center for a Winchester warranty repair several years ago with good results (it was a wear/cosmetic problem with a new gun also - they sided with the consumer), so I'm not expecting any problems. I'll post my experience. Thanks again.
