To my contemporary California Second Amendment advocates,

It appears the number of states that are issuing Concealed Weapons permits is
increasing, Michigan was the most recent to be added to the list. Michigan,
as we all know, will experience a reduction in crime, as have other States
that have observed the positive results of an armed society and have allowed
their citizens to carry a concealed to protect/defend themselves. It's most
unfortunate for those who live in the states that still refuse the law
abiding citizen the right to carry and protect/defend against the would be
assailant, with a little luck we'll be able to change that in time. I've
devised a method that I feel may get the attention of our California
legislators, which has proven to be a very difficult task in the past. Which
is for all that receive this E-mail and approve of its content, and have the
same thoughts that I do pertaining to the 2nd Amendment & the right to defend
ones self, to complete and sign the enclosed letter to your district
representative and mail to them along with the proposition at the end of the
letter. I am including for your convenience a list of the representatives
from the different districts with their phone numbers and mailing address's.
In order for this to work the letter must reach as many people here in
California as possible, and be sent out by them to their district
representative, E-mail it & send it to each & every one you know who wants a
safer society, they must do the same. Take the time to call your
representative and tell them you don't want to get into any discussions over
the 2nd amendment (unless their an advocate) that you adamantly want and
demand of them that the proposition be put to a vote and passed into law,
without alteration or alternative. In most cases, they don't like being told
what to do by their constituents, many of them have the attitude "it's my way
or the highway". Stand firm on your demands and follow up with the phone
calls, with enough
effort as a group of law abiding citizens we can get this passed into law.
How to edit the letter and add the district representatives name, address
along with your personal information at the top of the letter: (1) Print out
this E-mail for reference. (2) Click on EDIT, then SELECT ALL, this will
highlight all of the text (3) Click edit again and click on copy. (4) Open up
your word processor and click on edit and then paste. (5) Save the document
in a directory in your computer. (6) Open up the document from where you
saved it. Now, edit the letter and add the district representatives name,
address along with your personal information at the top of the letter, mail
it and follow up with a phone call to them in about
a week or so. Remember it's going to take a large number of people writing
and calling them just to get their attention! Good Luck! And Thank You!

Currently sixty-two percent of the States have passed into law the right to
carry a
concealed weapon with a State permit, as you know California isn't one of
these states. The States which have passed into law the "Right to carry"
enjoy a lower crime rate than the states that haven't, this is because the
citizens of those states are able to protect and defend themselves, as was
intended by our forefathers through the Second Amendment. I won't go into
detail over legal issues of the Second Amendment, efforts to do so by others
in the past have proven futile in many cases, due to deliberate, improper
quotations and definition of the Second Amendment by some of the local and
State legislators. However, I will point out
to you the States that have passed into law the "Right To Carry" did their
homework and paid close attention to the positive results of these other
states that did pass the "Right To Carry" laws prior to passing their own
laws of "Right To Carry".

It's most unfortunate how some of our legislators, in which our citizens have
placed their devoted trust, have failed in conducting the proper research
necessary to yield safer communities. Instead they continue to test unproven
methods, or poor methods at best in their attempted legislation, using the
general public as a "Guinea Pig" in hopes their legislation works in which
they might make a name for themselves in the public eye through a reduction
in crime, that is if their legislation yields any positive results at all. A
good percentage of our legislators habitually fail to pay close attention to
what works and what doesn't, at the expense of the public, they most always
seem to have a better way of
doing things, other than what's been proven to work. We as a society place
education at the forefront, in hopes we might learn from others through their
mistakes and their success. However, some of our legislators aren't aware
that an education is to be put into practice, especially when it comes to
history, and not just be casually discussed from time to time. The average
Californian has been kept uninformed and "In the dark" as to the positive
results of an armed citizenry, for reasons unknown to me.

I will give you four prime examples where the citizens carry weapons for
defense with positive results: (1) In the State of Vermont you can carry a
concealed weapon with no permit, Vermont has the lowest crime rate of any
other State in the union. (2) Louisiana was experiencing a major problem with
car jacking at gun point, Louisiana passed a law rendering their citizens the
"Right To Carry" in their cars, the car jacking dropped dramatically, crime
didn't go up, it went down. (3) Due to the drug related rampant crime in
Florida they passed the "Right To Carry Law", again crime dropped
dramatically. (4) The safest country in the world is Switzerland, where every
household is required to own a gun, have ample ammunition for it, and of
course know how to use it. There are more examples, however just the fact
that 62% of the States (and growing) have passed "Right
To Carry Laws" should alone speak for itself, it's called learning from the
success and labor of others.

I am enclosing herewith a proposition, the Chapman Initiative, that's to be
put before the State legislature, voted on and passed into law. This
proposition is not associated with the NRA, I am one of millions of
Californians who want a safer community and the right to protect ourselves
against would be assailants, without having to wait for the police to show up
after the crime has been committed.

The enclosed proposition is expected to be passed in its original content
WITHOUT ALTERATION. All of the California legislators will be receiving this
proposal in their mail from the residents within their district, so it won't
be something their not aware of. This proposition is not to be construed as a
mild suggestion, on the contrary it's to be considered as a demand of you and
the other legislators of this state. We will be observing who votes for and
against the proposition, which will help determine who stays in office and
who doesn't. We intend to get the proposition passed into law one way or
another, it's just a
matter of time as to when.

Just remember, before this legislation is passed into law, there are going to
be innocent victims of crime, victims that would have been able to defend
themselves against the assailant if they had been armed, in most cases
averting the crime, crimes that include rape, murder, assault & battery, car
jacking and robbery. If you are in doubt, remember the other states that have
passed this type legislation into law, there's good reasoning behind it all
for them having adopted this type of legislation.

Chapman Initiative


To obtain a California concealed weapons permit a person must meet the
following criteria:
(1) The applicant must be 21 years of age, a permanent resident of
California, complete a concealed weapons permit application provided by the
State of California and pay a (one time) nominal processing and back ground
check fee of not more than $175.00 which will include all state related costs
in obtaining the CW permit. There will be no renewal fees or further
applications required by the State once the permit is issued to the applicant.

(2) Take a written (one time) test that would be comparable to that given a
California Highway Patrol Officer which will cover the legal use of lethal
force and answer at least 80% of the questions correctly.

(3) Perform and pass (one time) the same state safety firearms handling
demonstration test that would be given a California Highway Patrol Officer
with the use of hand guns, which would include a basic hand gun shooting
proficiency demonstration.

(4) Upon satisfactory completion of the above, with in 30 days the state of
California will issue to the applicant a non-expiring concealed weapons
permit. The permit will be the size of a California Drivers license and be
laminated in clear flexible plastic as is done with a California drivers
license. In the event of loss or damage, the CW permit will be replaced for
the same cost to replace a California drivers license.

(5) The person to whom the permit was issued will be keep in their
possession the permit while carrying a concealed firearm. The permit will not
limit the person to whom it was issued to only one particular hand
gun/firearm, the permit will be valid for any and all legal hand guns of any
brand manufacture and or design.

The following section of the California Penal Code shall be deleted:

SECTION 12050. PENAL CODE: Issuance: (a) the sheriff of a county or chief
or other head of a municipal police department of any city or city and
county, upon proof that the person applying is of good moral character, that
good cause exists for issuance, and that the person applying is a resident of
the county, may issue to such person a license to carry concealed pistol,
revolver, or other firearm for a period of time not to exceed one year from
the date of license.

There's one problem with that letter that leaped out at me in the first paragraph, the claim that, "The States which have passed into law the "Right to carry"
enjoy a lower crime rate than the states that haven't[.]"

Strictly speaking, this is not exactly true -- state to state, the change in the crime rates don't show any correlation to whether it passed "right to carry" laws. And people who claim this get their butts whipped in debates when better-informed grabbers trot out the state-by-state data. For his research John Lott was very careful to look at crime rates on a county-by-county basis, not state-by-state, and consider not only changes in the law but changes in the proportion of non-criminals who began carrying guns under liberalized CCW laws.

A more accurate claim would be, "Counties which have an increase in the number of peaceful citizens carrying guns, as a result of liberalized CCW laws, experience lower rates of violent crime than others." "Others" would include counties in the same state that passed the liberalized CCW law, but their citizens either were already well-armed, or largely chose not to take advantage of the new laws; as well as states with more draconian CCW laws.

Aside from that matter, I think we'd have a better chance of getting something like this passed as a citizen initiative than trying to brow-beat it through our nefarious Assembly. Call it a Crayon's chance in Hell compared with a Snowball's.

Not that I'd bother with it. I sometimes carry without a permit now, and if we had liberalized CCW permit laws I wouldn't get a permit. I don't need to ask permission to carry an effective self-defense tool.
