Are there any C&R restrictions for those under 21?

Can you get a C&R license when you are under 21?

Can you get a C&R handgun when under 21?

I am in Minnesota.

I am looking/lusting at a CZ-82

Being under 21 I cannot get a handgun from a licensed FFL but I am legally able to get one from a face to face or have it gifted from a parent.

Does a C&R license holder count as a FFL in this case?
