Be careful you dont use anything that will remove the blueing (as you are probably aware) Tyr hot soapy water & your fingernail.... try to push/lift it off. Is it in blobs/beads.... or smeared really thin (or in the exposed threads)?
If you try any solvents or chemicals (gasolene?) put a test drop with a cotton tip on the blue (somewhere where it wont be seen if it marks) before commiting to an area that will wreck the look of the gun.
I haven't worked with LocTite, but acetone will dissolve cured epoxy, it may work. Here again I haven't used acetone on firearms so testing in regard to bluing may be necessary. It's the active ingredient in fingernail polish remover.
Mineral spirits will remove blue LocTite. It just lifts it off the metal in a few seconds of rubbing. I always wipe parts and screws with mineral spirits followed by alcohol before reapplying LocTite.
