Rem action to build on?

Can someone educate me on the difference between a 700 ADL and BDL action is?
I plan to slowly build up a rifle and would like to use a Remington action based upon the vast knowledge here.

If I purchase a used 700 in .308 does the year it was manufactured matter?
Can I have an FFL/gunsmith order the action from Remington?
Cost of doing so?
I plan to have it re-barreled and put a McMilan or AICS stock on it. Optics will probably be a Leupold M1.

The BDL has a floorplate and a different style of stock. The ADL has a blind magazine. I don't know if you can order a Remington action from the factory but if you do it will probably be more or just as expensive as a complete rifle. You would be better off finding a used rifle and using that action. Any competent gunsmith can blueprint the action, rebarrel it, and install the stock. Depending on who you get to do the work plan on spending around $1500 dollars excluding the action.
 
I would have to say you are better off picking up either a VLS, VS, or PSS. Shoot the sh*t out of it(in another stock or not)and then decide if you want to "upgrade" when that barrel is gone. If you pick up a VS or PSS you can usually get decent cash for the stocks on these to fund your accessories. For a fair price you can get the factory barrel set back and re-chambered and at least get the front of the reciever trued at the same time. Later on when you go to a custom barrel you can get the works done to the reciever too.
